Vale & Charles:
Frederick William Vale and Percy Alfred Charles (usually styled as Vale & Charles, registered in 1934), silversmiths from 181 Hockley Street, Birmingham, England. They had a French patent for an atomizer in 1927. Vale & Charles resided at the address starting around 1921 and invented several things including a shaving brush, the company also specialized in electroplated goods.
